John Fiacco: PEC Chairman

CEO & Co-Founder – ConnectedHealth

John focuses on ConnectedHealth’s growth strategy, business finances and operations. He has more than 30 years of experience in healthcare, and most recently co-founded Subimo, an award-winning healthcare transparency company, which WebMD purchased in 2006. Outside of his day job, John works with various community projects, including On The Ground, a non-profit organization that supports sustainable community development throughout the world.

Ryan Howells: PEC Executive Director

Principal – Leavitt Partners

Ryan Howells is a principal based out of the Chicago office. His work with clients is focused on health insurance market reforms, disruptive distribution channels that have occurred through the emergence of public and private exchanges, and how the implementation of technology can improve the triple aim of reducing costs, increasing quality, and improving outcomes.

Over his career, Ryan has worked in multiple consulting organizations helping national and regional health plans, state and federal government organizations, HIT companies, and delivery systems solve complex problems. Prior to joining Leavitt Partners, Ryan was a vice president and general manager at Connecture, Inc., an industry leader in both public and private exchanges. He previously spent eight years at iHealth Technologies (now Cotiviti Healthcare) overseeing the implementation of payment integrity and fraud, waste, and abuse solutions for CMS, state Medicaid agencies, and carriers.

Grant Hoffman

Vice President and General Manager, Private Exchanges – Connecture

Grant has over 20 years of healthcare IT experience, including product strategy, consulting and operational leadership in both Fortune 500 and startup organizations. Prior to joining Connecture, he led population health analytics innovation for Truven Health Analytics and launched a new Health Information Exchange integration unit for the healthcare business of Thomson Reuters. Previously he led client services for award-winning startup MercuryMD and served as a consulting manager with Ernst & Young. Grant earned his Master of Business Administration from the University of North Carolina at Chapel Hill’s Kenan-Flagler Business School. Grant is responsible for helping Connecture build and expand the private exchange business focused on brokers and benefits consulting firms, providing oversight and coordination of all functional activities (sales, marketing, product, client delivery, financial management) to ensure successful outcomes for our customers.

Michael Cho

Chief Innovation Officer, New Markets – Connecture

Michael was the Founder of DRX (acquired by Connecture in January 2013) and has overseen all aspects of DRX’s operations, from strategy and corporate development to technical implementations. He has over 25 years of experience in the healthcare industry. Michael currently leads Connecture’s private Medicare exchange business, is an expert on Medicare marketing and compliance matters, and brings a wealth of experience in working with CMS. Michael acts as a catalyst for market innovation that drives revenue growth.

Jonathan Rickert

CEO and Co-Founder – Array Health

Jonathan co-founded Array Health in 2006 in order to simplify the process of buying health insurance and bring e-commerce to healthcare. Jonathan has led the company from its inception to becoming a leading provider of private exchange technology. Prior to Array Health, he held consulting roles at Booz Allen Hamilton and Arch + Beam Global. In his free time, Jonathan enjoys the great outdoors, traveling, and spending time with family and friends. He earned an MBA from the F.W. Olin School of Business at Babson College.

Paul Neutz

VP of Business Development – Array Health

Paul is responsible for long-term business development, bringing a wealth of experience from business development at software companies both large and small. Most recently, he led business development for Edifecs, a healthcare software vendor. Prior to this, he held positions at Attachmate and WRQ. When not traveling for work, he spends his time with family – hiking, skiing or kayaking (depending on the season), or working with local non-profits on poverty alleviation projects. Paul graduated from Prague School of Economics with a computer science degree and a thesis on artificial intelligence, which led to a fellowship with the Academy of Sciences.

Jim Priebe

Chief Executive Officer – Bloom Health

Over a 24-year career Mr. Priebe has an established track record of an executive leader who delivers results through developing strategy, partner collaboration, defining approach and leading teams and organizations in the effective deployment of mission critical business solutions. 

Mr. Priebe has also been an agent for change in the insurance and employee benefits space; delivering on several successful market solutions focused on consumers that resulted in new businesses or product lines. His passion is ensuring all aspects of the insurance and benefits ecosystem work together to provide simplification and education for all users. Mr. Priebe is a respected colleague in the insurance and benefits industry and actively participates in industry activities and has played key roles in helping shape, define and position legislative change at both the Federal and State levels.

Robert Steele

Chief Sales and Marketing Officer – Quadrant 4 Systems

Mr. Robert Steele has been Chief Sales and Marketing Officer of Quadrant 4 Systems Corporation since June 21, 2013. Mr. Steele has over 30 years of leadership experience and proven revenue growth within healthcare, financial services and technology sectors and is responsible for the global strategy and execution of all aspects of Q4’s marketing efforts. Mr. Steele’s past achievements include leading Verisk Health in 1000% increase in revenue from 2007 to 2013, and founded EmpowHR, a web-based benefits administration platform company. Q4 Systems purchased EmpowHR in 2012, and immediately began discussing the prospect of bringing Mr. Steele on board to direct their global marketing team.

Eugene Sayan

Chairman, CEO, & President – Softheon

As Softheon’s Founder, Chairman, and Chief Executive Officer, Eugene is responsible for creating the company’s vision and strategic direction to address health insurers’ goal of meeting ACA milestones, interacting with Health Insurance Exchanges (HIX), extending access to quality, affordable health insurance coverage for potential members in all markets regions. Over 25 years, Eugene has developed and nurtured innovative solutions that are adopted by many healthcare payers, providers and government agencies, including Massachusetts Connector, nation’s first fully operational State Health Benefits Exchange.

Michael Baker

Director of Sales, Broker Solutions – Softheon

Michael is the Director of Sales, where he specializes in broker solutions. He is responsible for Softheon’s agent and broker solutions and its certified web broker entity, Welltheos. He brings 20 years of experience, including leadership roles throughout the healthcare industry. He received his bachelor’s degree in business management from West Virginia University.

Randy Main

Sr. Director, Product Marketing – Colibrium

Randy is responsible for driving innovation, product positioning, and go to market strategy for the HGS Colibrium platform and product suite. He has acquired extensive healthcare expertise through a variety of leadership roles in product development, marketing, strategy and consulting. He brings carrier experience from Cigna, Highmark and Pax Health and benefits consulting experience from Aon Hewitt. Randy has a Bachelor’s of Business Administration from the University of Georgia and his Master’s in Business Administration from Carnegie Mellon’s Tepper School of Business.

David Smith

Partner and Director of Payer Services – Leavitt Partners

David leads Leavitt Partners’ operations and client activities in Chicago, IL. His work with clients is focused on health insurance market reforms, disruptive distribution channels through the emergence of public and private exchanges and the diffusion of risk through payment and delivery system reforms that aspire to create value in the health system.

Dan Schuyler

Senior Director of Exchange Technology – Leavitt Partners

Dan Schuyler helps guide the firm’s health insurance exchange practice. He brings to the firm applied experience in the development and implementation of health insurance exchanges. Prior to his work with Leavitt Partners, Mr. Schuyler was the Director of Technology for the Utah Health Insurance Exchange where he was responsible for defining the technical goals and business processes associated with the exchange.
